Le panchayati raj, en tant que système d’auto-gouvernance, a été introduit pour la première fois en 1959 à la suite du rapport du comité Balwant Rai Mehta (1958) qui recommandait une structure d’auto-gouvernance locale à trois niveaux, à savoir le gram panchayat au niveau du village, le taluka panchayat samiti au niveau du sous-district et le zilla parishad au niveau du district. Le panchayat du village, au niveau de la base, est l’agence centrale pour le développement holistique du village, qui repose à son tour sur le rôle joué par ses membres. Ces membres sont les dirigeants officiels du village et sont considérés comme les symboles du développement rural et le reflet de l’ensemble de la communauté. Ainsi, pour un développement correct du village, il est essentiel que les membres comprennent clairement leur rôle et le remplissent efficacement. Ce rôle peut être influencé par diverses caractéristiques des membres. Il est donc utile d’étudier la relation entre le profil des membres et leur rôle. En outre, les membres peuvent rencontrer de nombreuses contraintes dans l’exercice de leurs fonctions.
