Sobre IBD

Antonio de Ulloa (1716-1795) fue un oficial naval español, experto en ciencias naturales y en la administración colonial. Junto con el marino Jorge Juan y Santacilia integró la expedición geodésica de Charles-Marie La Condamine a Quito en 1735. Retornaron a España en 1744, después de haber analizado las condiciones económicas y políticas de la región andina. Escribieron entonces la Relación histórica del viaje a la América Meridional y un informe reservado en el que describieron los fraudes y abusos que campeaban en los Andes. Ulloa fue uno de los descubridores del platino y recorrió Europa a inicios de 1750 con el fin de estudiar nuevas tecnologías y reclutar técnicos para España. Se desempeñó como gobernador de las minas de mercurio de Huancavelica entre 1757 y 1764 y, posteriormente, en Lousiana entre 1766 y 1768. Durante el decenio de 1780 comandó las operaciones navales españolas. Como científico Ulloa fue una de las figuras más destacadas de la Ilustración española.Brown y Hernández anotan en el estudio introductorio, esta Relación es un testamento que [...] revela la fascinación de Ulloa sobre los aspectos tecnológicos de la producción de mercurio, su obsesión por la protección de los intereses fiscales y económicos de la Corona y su determinación en proveer un buen gobierno para Huancavelica. 4
