Ausgehend von der Erkenntnis, dass die Entwicklung des Bundesstaates Goiás direkt mit der Verfügbarkeit und der Qualität der Verkehrsinfrastruktur zusammenhängt, wurde das seit mehr als 15 Jahren laufende Projekt „Multimodale Logistikplattform des Bundesstaates Goiás' analysiert, um festzustellen, ob die ursprünglich vorgeschlagenen Wettbewerbsvorteile die regionale Entwicklung noch fördern können, und um den Zustand der Verkehrsinfrastruktur des Bundesstaates zu bewerten. Zu diesem Zweck wurden die auf den Verkehrssektor ausgerichteten Politiken, Pläne und Programme der Landes- und Bundesregierung analysiert und der Index der Investitionseffizienz der Landesregierung in diesem Bereich (2006 bis 2014) anhand von Daten des staatlichen Transparenzportals von Goiás, des Staatssekretariats für Verwaltung und Planung von Goiás, von Portal Brasil, des Logistik-Investitionsprogramms und des Mauro-Borges-Instituts sowie einer detaillierten Analyse der Situation der als Wettbewerbsvorteile des Projekts genannten Faktoren untersucht.
