Im Vorfeld der Verhandlungen für ein Post-Kyoto-Regime,die in Kopenhagen 2009 zu einem völkerrechtlich bindenden Vertrag führen sollen und müssen, beschäftigt sich diese Arbeit mit der Analyse konzeptioneller Schwierigkeiten im Kyoto-Protokoll und stellt Ansätze zur Verbesserung für das Folgeabkommen dar. Diese Analyse erfolgt auf Grundlage der Regimetheorie unter Einbezug der zugrundeliegenden Handlungsmotivationen der beteiligten Akteure. Es wird gezeigt, wie die Erfüllung der Reduktionsverpflichtungen durch eine Abwandlung der Konzeption garantiert werden kann.
