Reforma służby zdrowia w Bułgarii musi być kontynuowana bezzwłocznie, ponieważ: (1) główne wskaźniki zdrowotne ludności naszego kraju na przestrzeni lat stają się coraz mniej korzystne w porównaniu z krajami Unii Europejskiej; (2) opieka zdrowotna w tym kraju nie zaspokaja potrzeb obywateli i nie odpowiada wydatkowanym środkom. Budowa i rozwój systemu opieki zdrowotnej jako systemu wymaga wysokiego stopnia odpowiedniej integracji między jego elementami, aby uzyskać efekt systemowy, który zawsze musi przewyższać sumę efektów poszczególnych elementów. Ten skumulowany efekt znajduje odzwierciedlenie w wskaźnikach zdrowotnych ludności i stanowi główne zadanie zarządzania. Współczesny system opieki zdrowotnej w Bułgarii jest rozdrobniony i zdezintegrowany. Jego główne wady systemowe polegają głównie na zniszczonych relacjach i braku równowagi stabilizującej system, a nie na „niewystarczających zasobach' lub „skorumpowanym' personelu. Niezbędna reforma systemu opieki zdrowotnej musi być kontynuowana poprzez stworzenie krajowej polityki zdrowotnej, która będzie konsekwentnie i celowo wdrażana w całym systemie opieki zdrowotnej.
