Uma das principais causas dos défices de segurança da Libéria no período que precedeu o conflito violento pode ser atribuída à história do sector de segurança liberiano e ao facto de este sector ter funcionado como instrumento de proteção dos interesses do regime, em oposição aos interesses da população. O conflito na Libéria teve um impacto grave no sector da segurança, na medida em que a arquitetura de segurança do país ficou gravemente enfraquecida. A perspetiva de construção da paz na Libéria foi reforçada por um processo de Reforma do Setor da Segurança (RSS) que foi criado para transformar um sector da segurança que, historicamente, era disfuncional e politizado.
