Ce livre étudie les impacts de la réforme fiscale brésilienne (EC n. 132/2023) sur la collecte des impôts et l’équilibre fiscal dans les municipalités de Rio Grande do Sul, en se basant sur les perceptions des comptables publics. En utilisant la théorie de la diffusion de l’innovation comme référence, l’étude révèle que, bien que la réforme promette une modernisation et une simplification fiscales, des inquiétudes persistent quant à sa complexité, sa compatibilité avec la réalité locale et le manque d’expérimentation. La méthodologie a consisté en une analyse de documents et des entretiens semi-structurés avec des comptables, dont les perceptions ont été classées selon les attributs de la théorie de Rogers. Les résultats montrent une crainte de perdre l’autonomie fiscale municipale et indiquent la nécessité d’une réglementation prudente et de stratégies d’adaptation pour assurer une transition efficace et équitable.
