Brasilien ist nach wie vor ein Land mit großer sozialer Ungleichheit, zu deren grundlegenden Elementen der Zugang zur Bildung gehört. Diejenigen, die über bessere finanzielle Bedingungen verfügen, haben jedoch große Vorteile, wenn es darum geht, die Chancen auf dem Arbeitsmarkt zu nutzen, was letztlich die soziale Ungleichheit aufrechterhält. Vor diesem Hintergrund hat die föderale Regierung die Quotenpolitik eingeführt. Das Gesetz Nr. 12.711/2012 wurde von Präsidentin Dilma Rousseff mit dem Ziel unterzeichnet, die soziale Gleichheit zu fördern und Menschen aus der Peripherie, Schwarze und Kinder aus der Arbeiterklasse, die nicht einmal die Möglichkeit hatten, eine höhere Ausbildung zu absolvieren, an Universitäten, Instituten und Bundeszentren aufzunehmen. In diesem Sinne wollen wir die Ausarbeitung und Umsetzung dieser Politik und die große Kontroverse, die sie umgibt, analysieren und diskutieren.
