La Province du Nord-Kivu, à l’est de la RD Congo, fait face depuis la période coloniale à une instabilité chronique due aux conflits armés. Les groupes armés tels que les ADF, FDLR et CNDP ont provoqué violences, déplacements massifs et violations des droits humains, exacerbant la fragilité des institutions locales. Les forces de sécurité nationales et les missions internationales de l’ONU, notamment l’ONUC, la MONUC et la MONUSCO, ont tenté d’apporter protection et stabilité, mais leur efficacité reste limitée face à la complexité des conflits et aux défis structurels de l’État.Le livre explore également les conséquences humanitaires et socio-économiques de cette situation, telles que l’insécurité généralisée, l’accès restreint aux services essentiels et la vulnérabilité des populations, en particulier des femmes, des enfants et des déplacés internes. Il propose des solutions pour renforcer la sécurité et la gouvernance, notamment la modernisation des forces armées, la lutte contre la corruption, le contrôle effectif du territoire et l’implication active des communautés et de la jeunesse.
