Fulfillment of the constitutional rights of citizens, one of the manifestations is the provision of protection for citizens in terms of the use of pilgrimage and umrah pilgrimage services for Muslims especially to the people of Indonesia. Protection of Hajj and Umrah Travel Business Management Diplomatic Cooperation between the Government of the Republic of Indonesia and the Government of the Kingdom of Saudi Arabia. This has become a big problem for the people of Indonesia. In study the authors used a type of normative research, the nature of this research is descriptive and the approach used is statutory and conceptual approach. Based on data obtained, the authors conclude that the number of cases of fraud against prospective pilgrims Hajj and umrah requires the Government of Republic of Indonesia and the Government of Kingdom of Saudi Arabia to draw up regional regulations contain norms for strengthening the coordination function with institutions authorized to carry out the supervisory function. This can be done by drafting a local regulation on the two country the protection of special hajj and umrah.
