'Vulnerabilidade variável, proteção variável'. O termo 'vulnerabilidade' continua a ser utilizado com frequência nas nossas sociedades. Algumas pessoas são invulneráveis, mas outras são vulneráveis: encontramos a vulnerabilidade ligada à idade: crianças, raparigas ou idosos que se tornam dependentes. Paralelamente a esta categoria, existe a vulnerabilidade situacional: pessoas com deficiência, analfabetos e pessoas que vivem na pobreza. Também são vulneráveis os apátridas, as vítimas de tráfico de seres humanos e as mulheres vítimas de violência, discriminação e estigmatização.Embora o Níger seja parte da maioria das convenções regionais e internacionais sobre os direitos humanos, e a Constituição de 25 de novembro de 2010 e certos textos legislativos reafirmem o princípio da igualdade de todos os cidadãos em termos de direitos e deveres, continua a haver muita discriminação e violações contínuas das regras legais que devem proteger as pessoas vulneráveis. Então, será que as pessoas vulneráveis gozam de proteção suficiente no Níger?
