Cette étude vise à établir un système efficace de communications numériques pour les Forces armées, en appui aux institutions de l’État, dans le cadre de la Loi sur le système national de gestion des risques (SINAGER). Le chapitre I : présente les objectifs de la recherche et justifie la nécessité d’un système qui améliore la transmission d’informations dans les situations d’urgence causées par des phénomènes naturels. Le chapitre II présente le cadre théorique, contextuel et juridique, analyse d’autres systèmes numériques et théories sur la radiocommunication.Chapitre III : détaille la conception de la recherche, la population et l’échantillon, et décrit le plan d’analyse des données. Chapitre IV : présente les résultats des entretiens avec les spécialistes de la communication et leur analyse. Chapitre V : propose un système de communication numérique pour améliorer la coordination dans les situations d’urgence et garantir des réponses rapides et sûres.
