La situation actuelle dans le monde est exceptionnellement difficile: Des millions de personnes fuient leur pays en raison de la guerre, des persécutions et des conflits. Ces groupes vulnérables sont à la recherche d’une vie meilleure et plus sûre. Le Haut Commissariat des Nations unies pour les réfugiés (HCR) a été créé en 1950 afin de protéger et d’aider les réfugiés. Au Kazakhstan, le HCR opère depuis 1995 (UNHCR). Depuis lors, le Kazakhstan s’est joint à la cause de l’amélioration de ce problème mondial. Sans un examen approfondi des causes de la demande du statut de réfugié au Kazakhstan, de la procédure juridique et du processus d’intégration, il est très difficile d’examiner l’efficacité de la protection des réfugiés au Kazakhstan.
