Après son départ de Valparaiso et le débarquement de l’expédition libératrice dans la baie de Paracas le 8 septembre 1820, le général José de San Martín se rendit au sud et au nord de la région actuelle ; il arriva à Chincha Baja et Chincha Alta pour proclamer l’indépendance des territoires déjà occupés à l’endroit appelé Balconcito, le 23 septembre 1820, pour ensuite se rendre à la capitale de la vice-royauté du Pérou, Lima, où il proclama l’indépendance du Pérou le 28 juillet 1821.Chincha, après le soutien apporté à l’armée libératrice, recevra le titre de 'Benemérita a la Patria' par le biais de la loi 11517 pour avoir fourni des soldats à la cause libératrice et mis en valeur des sportifs, des écrivains, des danseurs afro-péruviens, etc.
