Der Aufsatz analysiert die Reform der deutschen Eisenbahn im Jahre 1994. Er geht auf die Notwendigkeit der Reform ein, stellt das Konzept der Regierungskommission Bun­ desbahn dar und behandelt die Umsetzung dieses Konzepts. Er geht auf die Kritik an der Bahnreform ein, die von verschiedenen Seiten geauBert worden ist. Schwerpunkte der Analyse bilden zwei Fragen: Erstens: War es sinnvoll, die Infrastruktur der Bahn und den Betrieb der Infrastruktur zu privatisieren oder sollte die Infrastruktur der Bahn wieder in staatliche Verantwortung zuriickgefiihrt werden? Zweitens: Warum wurde das zweistu­ fige Trassenpreissystem, das die Bahn im Jahre 1998 einfiihren wollte, urn mehr Verkehr auf die Schiene zu bringen, als nicht diskriminierungsfrei abgelehnt? Summary The paper analyzes the railroad reform in Germany in 1994. First, the necessity ofthe re­ form is underscored by showing the expected losses of the federal railroad and the gigantic financial means that the government would have had to pump into the national railroad system without reform. The paper then describes the reform concept that was elaborated by the governmental commission on railroad reform. This concept was then - with minor exceptions - transformed into reality. The paper finally deals with the criticism raised after the reform. While scientists took issue with the remaining political influences, the Federal Accounting Agency voiced criticism of the results achieved in the two years immediately following the reform.
