Desde 1832, ano da tomada de Bône pelos engenheiros militares franceses, até 1846, ano em que foram elaborados os primeiros projectos de porto, os engenheiros preocuparam-se mais em proteger a cidade do que em abri-la ao mar. Consideradas como uma fronteira preocupante, aberta à invasão e à intrusão estrangeira, as frentes marítimas sempre sofreram os inconvenientes da sua localização fronteiriça. Durante as duas primeiras décadas, as costas de Bônois permaneceram tal como eram, pontuadas por fortes e lazaretos, dando-lhes o rosto do arquétipo da cidade militar e portuária histórica francesa. Neste contexto, a nossa abordagem consiste em examinar e reconstruir os projectos de instalações portuárias construídos durante o período colonial francês, numa tentativa de revisitar os efeitos da proximidade do porto em relação à cidade.
