1 An der politischen Theorie ist die staatliche Herrschaftsausiibung von der privaten traditionellerweise durch deren Monopol auf die legale An­ wendung organisierter Gewalt unterschieden worden. Die Oberbetonung dieses Aspekts offentlicher Herrschaftsausiibung hat die Aufmerksam­ keit der Politikwissenschaftler von den anderen monopolisierten Funk­ tionen des Staates (besonders die der Steuereinziehung und der Regulie­ rung des Geldumlaufs) abgelenkt, von Aufgaben, die sich ganz erheb­ lich von den finanziellen Operationen auch der grofhen Banken und Unternehmen unterscheiden. Es wird schwierig sein, zu einem besseren Versdndnis von steuerlichen und budgetaren Problemen sowie den Be­ ziehungen zwischen offentlichen und privaten Angelegenheiten zu kommen, ohne sich ernsthaft urn eine politische Analyse dieser - bisher als exklusive Domane der Okonomie betrachteten - Bereiche zu bemii­ hen. 2 Einige der Hauptaspekte der neuen Dienstleistungsgesellschaft, mit be­ sonderem Augenmerk auf deren Implikationen fiir die Organisation von Regierung und Management werden in me in em Aufsatz What, Another Hoover Commission?
