Este artigo centra-se na política externa assíria em relação ao Levante antes da era de Senaqueribe, em particular os modos de controlo, como a deportação, e as diferentes formas como o império tratava os povos e as terras à sua volta, de acordo com uma hierarquia política, a Terra e o Jugo de Assur. Como a história está repleta de reis que se auto-engrandecem, este artigo analisa diferentes fontes da Bíblia hebraica e evidências arqueológicas para estabelecer a política externa assíria em relação a Israel e Judá. Ele irá elucidar a relação entre Israel e Aram-Damasco em particular, e as consequências que se seguiram nas relações externas.
