Esta produção é resultado de 15 Fóruns Regionais, 1 Fórum Estadual e da pesquisa 'A revelação da realidade do atendimento aos usuários de drogas em Mato Grosso/Brasil', um acordo entre a UFMT e a SEJUDH/MT com o objetivo de desenvolver a Política Estadual sobre Drogas - PEAD, realinhada com a Política Nacional sobre Drogas - PNAD. O locus do estudo é considerado rota de fluxo de cocaína, maconha e outras drogas, possui amplas fronteiras terrestres e fronteiras com países produtores de drogas. Agravam-se os níveis de violência, criminalidade e uso e abuso de drogas, com graves consequências para os próprios toxicodependentes, família e Estado. A pesquisa-ação foi o tipo utilizado nesta investigação. O quadro teórico baseou-se na legislação; BUCHER (1992); DE LEON (2003); DELANDES (2007) e outros. Os resultados contribuíram para a consolidação do PEAD; para expressar as preocupações da população em relação ao compromisso entre sujeito e objeto de pesquisa; investimentos na produção de conhecimento científico; fornecer tratamento no sistema público de saúde, cooperação e várias parcerias; reconhecimento das diferenças entre o usuário e o traficante; garantir dotações orçamentárias permanentes para o Fundo Estadual de Combate às Drogas.
