Auf Basis einer bibliometrischen Analyse der Literatur und einer Notation für Wertschöpfungsaktivitäten entwickeln die Autoren eine Systematik zu den Formen und Charakteristika von Plural Governance. Anschließend werden die theoretischen Determinanten und empirischen Befunde herausgearbeitet, bevor mit einer Bewertung der Effizienz unterschiedlicher Ausgestaltungen von Plural Governance ein Entscheidungsmodell für Plural-Governance-Entscheidungen abgeleitet wird.​
