O surto da doença pelo vírus Ébola, que agora assola a África Ocidental, mostra como uma epidemia pode proliferar rapidamente e causar sérios problemas na ausência de um sistema de saúde forte, capaz de responder de forma rápida e integrada. Assim, na origem deste livro, está um grupo de economistas da saúde que deseja responder de forma eficaz ao problema de melhorar a saúde da população africana, melhorando o estado do sistema de saúde. A abordagem matemática utilizada neste quadro permite destacar diferentes pontos fracos do sistema de saúde da África Subsaariana. Com base na avaliação e análise da resiliência do sistema, os autores propõem um plano estratégico para responder claramente às falhas dos cuidados de saúde em África. As perspetivas que se colocam são apresentadas em duas orientações principais, cada uma incluindo um objetivo geral e quatro objetivos específicos, seguidos de ações recomendadas.
