A estimativa compreende desde a localização e caracterização do local com potencial até a energia média, ou potência média, na bacia hidrográfica. O objetivo geral é obter um potencial global viável na bacia hidrográfica. Este texto tem como objetivos específicos: utilizar o SIG para a análise dos aspetos técnicos e ambientais de forma georreferenciada; utilizar a Hidrologia Estatística para verificar a localização e a disponibilidade de água; utilizar a legislação relativa aos recursos hídricos, ao ambiente e ao setor elétrico, bem como a legislação conexa relevante para os projetos de PEH.
