L’histoire de la construction de l’État libéral espagnol, a bouleversé les traditions et les institutions de périphéries historiques comme le Pays basque. Parmi les transformations qui ont accompagné ce bouleversement, il y a l’éveil de conscience régionaliste, configuré avec le temps en un nationalisme dirigé par Sabino Arana, à la fin du XVIIIe et au début du XIXe siècle. Difficilement intégré dans la nouvelle société espagnole, le nationalisme basque a considérablement évolué, au point d’adopter une expression protestataire et séparatiste, impulsée par le régime franquiste et représentée par le groupe armé ETA. Considéré comme l’un des défis majeurs difficiles à résoudre dans l’Espagne contemporaine, le nationalisme protestataire basque a pu être fragilisé et canalisé non pas sans ambages par la démocratie. Une fin illustrée de plus belle, par l’annonce d’un cessez-le-feu permanent et vérifiable en octobre 2011 par ses membres.
