O problema desta investigação baseia-se no facto de não existirem fontes de investigação sistematizadas que permitam conhecer a situação atual e as potencialidades do património cultural da cidade capital de La Rioja. Assim, o principal objetivo desta investigação é a realização de um inventário técnico do potencial turístico do património histórico-cultural da cidade capital, de modo a conhecer a sua localização, existência e outras caraterísticas gerais.A capital de La Rioja foi tomada como caso de estudo por ser uma cidade rica em tradições e história. É a capital da província de La Rioja, na Argentina. Tem 178.872 habitantes (INDEC, 2010),Situa-se no centro-leste da província, no departamento da Capital, cabeça de La Rioja.
