In Outlawed, Daniel M. Goldstein reveals how indigenous residents of marginal neighborhoods in Cochabamba, Bolivia, struggle to balance security with rights. The insecurity felt by the impoverished residents of Cochabamba-and, more broadly, by the urban poor throughout Bolivia and Latin America-remains.
