Inhalt des Buchs sind die Referate und Diskussionen der 13. August Lösch-Tage, die 1996 in Heidenheim an der Brenz stattfanden. Das Thema wird in drei Schwerpunkten 'Soziale Transformation', 'Regionalpolitische Herausforderungen' und 'Siedlungsentwicklung' behandelt. Den Abschluß bildet das Referat 'Herausforderungen der Europäischen Wirtschafts- und Währungsunion an die neuen Länder' von Reimut Jochimsen, Präsident der Landeszentralbank Nordrhein-Westfalen. Diskutiert werden zum einen die wirtschaftlichen und sozialen Probleme, die durch und durch und nach der Wiedervereinigung entstanden sind. Zum anderen werden die (regional-)politischen Möglichkeiten abgewogen, die zur Lenkung und Absicherung des Transformationsprozesses vorgeschlagen werden. Schließlich werden insbesondere die Gefahren für die Stadtentwicklung in den Neuen Bundesländern behandelt. Neben der Problemanalyse wird dabei nach Lösungen gesucht, wie die Wiedervereinigung erfolgreich fortgeführt werden kann.
