O Brasil passou por um período ditatorial (1964-1985) que durou vinte e um anos. Em 1979, na perspectiva estratégica de abertura lenta, gradual e segura seguiu-se a Lei de Anistia e a partir deste marco legal, começa a longa trajetória de centenas de militares e membros da Associação dos Marinheiros e Fuzileiros Navais do Brasil extinta em 1964 na luta e tarefa política de conseguir avanços na legislação do país que lhes contemplasse e pudessem sair da condição de cassados e, por este e entre outras razões, de não-anistiados. O livro mostra a trajetória de um grupo de marinheiros que atuaram politicamente, e por hipótese, como um Partido Militar, com o objetivo de conseguir avanços na legislação que alcançasse os militares punidos pelos Atos Institucionais que se seguiram sucessivamente após o golpe Civil-Militar de 1964. Enfim, este livro busca apontar os avanços e recuos destes militares na defesa de um pleito. 10
