De acordo com o artigo 2.º da Lei sobre a Câmara de Comércio, Indústrias e Minas da República Islâmica do Irão, a Câmara de Comércio do Irão é uma organização sem fins lucrativos que tem personalidade jurídica e independência financeira. Esta organização foi criada com o objetivo de criar coordenação e cooperação entre os empresários e os proprietários de indústrias e minas em importantes centros comerciais do país, de acordo com a procura dos empresários locais e a proposta do Ministério da Economia Nacional e com a aprovação do governo, para coordenar as suas actividades e negociar com as instituições governamentais para garantir os seus interesses. A Câmara do Irão está encarregada de gerir o secretariado do conselho de diálogo entre o governo e o sector privado. Esta câmara tem 60 representantes, 40 dos quais são eleitos pelo sector privado e 20 pelo governo. No passado, as câmaras de comércio estavam divididas em três sectores: Indústria, minas e comércio, mas este ano esta divisão foi alterada e foi-lhe acrescentado o sector agrícola.
