O Conselho Naval foi talvez a parte mais importante do estabelecimento costeiro da Marinha Real entre 1778 e 1790, quando a Grã-Bretanha tentava reconstruir tanto a sua marinha para uma guerra que inicialmente estava a perder, como mais tarde a sua reputação como potência mundial após a humilhante perda das suas colónias americanas. Em meio a tudo isso, o trabalho de Sir Charles Middleton, o Controlador, destaca-se acima de tudo pela sua importância em garantir que a Grã-Bretanha inicialmente recuperasse a paridade com a França e a Espanha e, mais tarde, as superasse em número e prontidão para o conflito. Este livro trata das funções do Conselho Naval durante esse período e do trabalho e legado de Middleton.
