Zakres, charakter i kontekst tego zjawiska spowodowały pojawienie się różnych reakcji i polityk poszczególnych państw. W ostatnim czasie nasiliły się przypadki piractwa u wybrzeży Somalii, czyniąc Zatokę Adeńską epicentrum działalności piratów. Jest to niepokojąca tendencja, biorąc pod uwagę kluczowe znaczenie tego regionu jako centrum żeglugi morskiej. Celem niniejszej pracy jest analiza roli społeczności międzynarodowej w zwalczaniu piractwa morskiego w Somalii. Książka stara się odpowiedzieć na następujące istotne pytania: Jak wyglądała historia piractwa morskiego w Somalii, jakie środki podjęła społeczność międzynarodowa, aby mu przeciwdziałać, oraz jakie mechanizmy są skuteczne w ograniczaniu ataków piratów morskich w Rogu Afryki. Istnieje już bogata wiedza i materiały naukowe na temat Somalii i jej upadku w chaos. Niniejsze opracowanie ogranicza się jednak do piractwa morskiego i reakcji na nie, starając się pogłębić zrozumienie tego zjawiska, jego nasilenia w somalijskich społecznościach nadbrzeżnych oraz sposobów zwalczania go przez państwa dotknięte tym problemem.
