Zakres niniejszego badania skupił się na stypendiach przyznawanych uczniom klas P3-P5 i M1-M3, które mają zarówno pozytywny, jak i negatywny wpływ na jakość edukacji, a także na projekcie budowy szkół w ramach programu EDF-Lao w okresie jego realizacji. Badanie przeprowadzono na próbie 130 gospodarstw domowych stypendystów, którzy brali udział w projekcie stypendialnym, oraz 68 gospodarstw domowych, które nie otrzymały wsparcia stypendialnego w obszarach docelowych. Badanie przeprowadzono również w 9 szkołach docelowych i wśród 15 respondentów, którzy brali udział w projekcie budowy szkół. Łącznie liczba losowo wybranych próbek wyniosła 213. Jednakże w celu uzyskania odpowiedniej liczby próbek do przeprowadzenia badania wybrano 8-10 wsi i 8-10 okręgów w 4 docelowych prowincjach, a mianowicie Khammuane, Savannakhet, Sekong i Saravan.
