W 2004 r. większość wybrzeża Sri Lanki została zniszczona przez niszczycielskie tsunami. W tamtym czasie na obszarach przybrzeżnych nie istniał żaden system wczesnego ostrzegania. Centrum Zarządzania Katastrofami powstało w 2005 r. Następnie stopniowo wprowadzono system wczesnego ostrzegania w obszarach zagrożonych, który od 2005 roku działa w sposób dobrze skoordynowany. Minęło już 10 lat od tsunami, ale jak dotąd nie przeprowadzono żadnych badań oceniających skuteczność systemu wczesnego ostrzegania. Niniejsza książka w znacznym stopniu pomaga zrozumieć skuteczność tego systemu dzięki badaniom terenowym i nałożeniu różnych cech, które są bezpośrednio związane z podatnością na tsunami. Dane wtórne zostały przeanalizowane przy użyciu danych dostępnych w sekretariatach okręgów dotkniętych katastrofą na Sri Lance. Opracowano mapy z 8 zmiennymi, a jako główny wynik tych 8 zmiennych uzyskano ostateczną mapę odpowiedniości. Zgodnie z analizą danych pierwotnych przeanalizowano odpowiedzi otwarte. Przeprowadzono badania w 14 okręgach przybrzeżnych. Książka ta w znacznym stopniu przyczyni się do wypełnienia obecnych luk w systemie wczesnego ostrzegania i poprawy odbioru wczesnych ostrzeżeń we wszystkich obszarach przybrzeżnych Sri Lanki.
