A segurança humana, tanto um conceito jurídico como um instrumento operacional, aborda questões sociais e humanitárias em África. Pode orientar as políticas harmonizadas da União Africana (UA) que visam a capacitação dos cidadãos. A identificação das inseguranças humanas permite adaptar este conceito ao contexto africano e construir uma lei que responda às necessidades de segurança em tempos de paz e de conflito. No entanto, a sua adoção depende da vontade dos líderes africanos, embora seja urgente face aos desafios de segurança e apoiada pelo Pacto de Não-Agressão da UA. Entendida como um fim em si mesma, a segurança humana deve tornar-se um instrumento funcional nos projectos de desenvolvimento para melhor satisfazer as necessidades das comunidades. Os órgãos da UA, apesar do controlo do órgão de decisão, poderiam promover este conceito. Por último, a UA deveria desenvolver a sua própria doutrina de segurança humana para apoiar as iniciativas continentais e reforçar a integração social regional.
