Jan-Philipp Sommer weist in seiner Dissertation mithilfe eines konstruktivistischen Analysedesigns nach, dass die deutsche Außenpolitik gegenüber Polen maßgeblich von einem Grundkanon an Normen geprägt ist. Der Autor zeigt auf, wie diese letztlich einen leitenden Einfluss auf die außenpolitischen Handlungen deutscher Exekutivvertreter gegenüber Polen im Zeitraum 1998-2009 ausüben. Dabei sind u.a. die Normen der deutschen Verantwortung, des Friedens und der Partnerschaft maßgebend. Deutsche Regierungsvertreter haben sich von sozietären und internationalen Normen und Akteuren stark leiten lassen, wie in den untersuchten Reden und konkreten Handlungen in den Fallstudien zum EU-Beitritt Polens, geschichtlichen Themen und dem Bau der Ostseegaspipeline nachgewiesen werden kann.
