L’ONU est en train de s’effondrer. Elle fait preuve d’une inefficacité et d’un manque d’efficience phénoménaux. La réformer est une tâche prioritaire, mais par quoi commencer ? Il est fort probable que le prochain projet de réforme suivra le sort des précédents. Le problème se résume à la non-pertinence des principes fondateurs de l’organisation plutôt qu’à de mauvaises dispositions en matière de gestion. Par conséquent, réformer l’ONU doit revenir à revoir ses principes de base. Revoir ses fondements conduirait à faire correspondre les prémisses de la sécurité collective avec la politique basée sur les intérêts et le pouvoir, généralement connue sous le nom de realpolitik. L’issue d’une telle épreuve de force ne serait pas consolante pour l’ordre de sécurité collective. Ce dernier pourrait s’avérer tout à fait théorique puisqu’il est remis en question par le monde factuel des conflits d’intérêts féroces entre les États. La montée en puissance du réalisme en politique peut-elle entraîner la disparition du concept de sécurité collective lui-même ? Certainement. Si tel est le cas, les Nations unies ne seront-elles pas superflues dans un environnement international axé sur l’équilibre des pouvoirs ?
