En ce qui concerne les gouvernements, c’est la nationalité d’une personne, généralement reflétée dans un passeport, qui indique si le gouvernement a le devoir de protéger cette personne et si cette dernière a des obligations envers l’État. Hong Kong est un cas particulier, car pour de nombreuses personnes, les passeports sont avant tout considérés comme des documents de sécurité. Il n’est pas rare que les gens possèdent deux passeports ou plus. L’objectif de cet article est d’examiner les attitudes des habitants de Hong Kong à l’égard des passeports, en fonction de leur expérience unique. La facilité de se rendre en Chine avec un Home Return Permit semble l’emporter sur tout sentiment de loyauté à l’égard d’un pays d’adoption à l’ouest, ou sur la prise de conscience que l’utilisation d’un document identifiant son détenteur comme un ressortissant chinois signifie qu’il ne bénéficiera d’aucune protection consulaire. Il est également ironique que le gouvernement de Hong Kong maintienne la différence entre nationalité et ethnicité à un moment où le gouvernement chinois fait exactement le contraire, minimisant le statut de la nationalité tout en magnifiant l’importance du soi-disant 'sang chinois'.
