Der Autor folgt dabei einem Mixed-Methods-Design und weist am Beispiel der drei größten Mitgliedstaaten nach, dass die Verhandlungen im Rat der EU weitgehend unbeeinflusst von nationalen Wahlen ablaufen. Die Delegationskette zwischen Wählern auf nationaler Ebene und den Ministern im Rat kann somit kaum zur Verbesserung der demokratischen Qualität in der EU beitragen. Wenn eine Regierung auf nationaler Ebene besonders unter Druck gerät oder den europäischen Verhandlungspartnern ideologisch nahe steht, kann sie in Wahljahren jedoch erfolgreicher abschneiden.
