Joseph Douillet fut consul de Belgique à Rostovsur-le-Don, puis membre de la mission Nansen, et fondé de pouvoirs de ce dernier pour le Sud-Est des U. R. S. S., délégué de l’European Student Relief et collaborateur de plusieurs Institutions internationales de secours en ce pays. Il vécut vingt-six ans en Russie tzariste, et neuf ans sous le régime des Soviets. Il raconte donc ce qu’il a vu et entendu, en homme qui connaît à la perfection les gens et le pays, possédant la langue russe aussi bien, et mieux peut‑être encore, que sa langue maternelle. Nous avons conservé à son récit toute sa saveur originale, donnant plus de force encore à ses souvenirs, à la véracité de son témoignage et à l’indignation qui l’anime.
