Este documento apresenta conclusões de campo sobre a razão pela qual não está a ocorrer uma intermediação financeira eficiente a nível local, com base numa avaliação exaustiva dos esforços de mobilização de poupanças por parte de doze instituições de microfinanças com redes de agências distribuídas por diferentes áreas geográficas da Etiópia. Com o patrocínio do DfID, do BM e da DAI, foram realizadas 60 discussões em grupo e mais entrevistas individuais com intervenientes tanto do lado da oferta como da procura. Foram destacadas as principais deficiências, especialmente no que diz respeito às estratégias do lado da oferta, que não conseguem oferecer produtos e serviços adequados aos contextos locais, comunicados de forma eficaz às pessoas que vivem em diversas geografias e culturas, a maioria das quais se esforça por gerir os meios de subsistência através de uma combinação complexa de sistemas económicos agrícolas e não agrícolas, e que trabalham sob dinâmicas de poder estabelecidas a nível familiar e comunitário.
