Uruguay implementó tempranamente un sistema de seguridad social con amplia cobertura en comparación con los países de América Latina de similar desarrollo relativo. Sin embargo, las transferencias de ingreso no contributivas recién se expandieron amediados de la primera década del siglo XXI. Desde entonces, se han suscitado distintos debates acerca de la conveniencia fáctica y la validez ética de este tipo de intervenciones, su diseño ysus posibles efectos. Con el objetivo de aportar al intercambio público, un equipo multidisciplinario analizó desde un enfoque teórico, empírico y ético los condicionantes de la formación de creencias, percepciones y actitudes en relación con los programas más abarcativos de transferencias que se implementaron en Uruguay durante el período 2005-2020: el Plan de Atención Nacional a la Emergencia Social, las Asignaciones Familiares del Plan de Equidad y la Tarjeta Uruguay Social. 4
