This memorandum was compiled on behalf of the Cercle des Ukrainiens in Paris and the Ukraine Committee in London in order to draw attention to the plight of the Ukrainian people and their struggle for independence. The memorandum provides a detailed account of the history of the Ukraine, its people, and their aspirations for self-determination.
