Au Tchad, l’exploitation du pétrole vise, selon les autorités administratives et politiques, à lutter contre la pauvreté et à enclencher un processus de développement économique. Dans de nombreux pays, le pétrole contribue effectivement au développement intégral. Pourtant, le pétrole est aussi perçu sous d’autres cieux comme une malédiction car il produit des effets souvent contraires aux attentes des populations. La plupart des Gouvernements des pays producteurs fondent leur développement uniquement sur les revenus pétroliers, somme toute aléatoires et négligent les secteurs traditionnels générateurs de richesse. Les revenus pétroliers produisent généralement des effets négatifs sur la bonne gouvernance et donc de la redistribution de la richesse. L’ouvrage est conçu pour aider à comprendre l’impact de l’exploitation pétrolière dans l’économie, les finances et l’environnement sur le plan national et dans la région productrice qui bénéficie d’une ristourne des revenus.The first deposits developed relate to the place occupied by oil in the economy and public finances in producing countries. In Chad, oil exploitation aims, according to administrative and political authorities, to combat poverty and initiate a process of economic development. In many countries, oil effectively contributes to comprehensive development. However, oil is also perceived in other countries as a curse because it produces effects often contrary to the expectations of the populations. Most governments in producing countries base their development solely on oil revenues, which are ultimately unpredictable, and neglect traditional wealth-generating sectors. Oil revenues generally produce negative effects on good governance and therefore on the redistribution of wealth. This book is designed to help understand the impact of oil exploitation on the economy, finances, and the environment at the national level and in the producing region, which benefits from a revenue rebate.
