L’utilisation routinière et généralisée de la torture par les États-Unis dans le cadre de la guerre contre le terrorisme, ainsi que la cohérence de cette utilisation de la torture, indiquent que les cas de torture n’étaient pas de simples exceptions émanant d’un comportement individuel malavisé, mais un véritable élément stratégique dans les interrogatoires des personnes détenues soupçonnées de terrorisme. Cette pratique a eu des conséquences sur la sécurité mondiale et sur l’adhésion des États aux conventions et normes internationales contre la torture. Il existe de solides preuves circonstancielles liant l’utilisation de la torture par les États-Unis dans les opérations de lutte contre le terrorisme à l’émergence de l’État islamique (EI) et à la conspiration du silence entre les États face à la violation flagrante des droits de l’homme que constitue la torture.
