Pese al carácter todavía polémico del estudio de la Guerra del Pacífico, este trabajo sobre las raíces del conflicto que estalló en Sudamérica en 1879 es un esfuerzo por acercarse a su comprensión mediante la comparación de enfoques y fuentes de origen boliviano, chileno y peruano. El objetivo es conseguir una apreciación general que pueda arrojar luz sobre un tema tan complejo, pero que también motive un debate constructivo. En el plano narrativo, se inicia a comienzos de la década de 1840, en tiempos del presidente Manuel Bulnes, cuando el Congreso de Chile fijó la frontera norte de ese país en un territorio que había sido considerado hasta ese momento como parte de la República de Bolivia. Concluye con el relato de la crisis del impuesto boliviano de los 'diez centavos' y de la misión del diplomático peruano José Antonio de Lavalle en Chile, que buscó detener la guerra sin éxito. En el plano analítico, el libro concluye con una serie de reflexiones sobre el tramado de causas, elementos desencadenantes, percepciones e intereses, así como sobre el papel que desempeñaron las voluntades individuales en la génesis de un drama que pudo haber sido perfectamente evitado.
