Anhand von Koordinierungsgremien von Regierungen und Interessengruppen der Energiewendepolitik konstruiert er eine Einflusskonzeption mit Schwerpunkt auf Politikkoordination. Hintergrund ist die Diskrepanz zwischen starken theoretischen Erwartungen und unschlüssigen empirischen Ergebnissen im Forschungsstand. Die vergleichende Studie identifiziert kooperative und konfrontative Strategietypen der Interessenvermittlung im Spannungsfeld von Interessen und Argumenten. Die Ergebnisse zeigen einen Zusammenhang von Policy-Ziel, Strategiewahl und Einflusserfolg bei Formen kooperativer Politik.
