La nécessité de créer une police citoyenne est apparue dans des contextes politiques où les autorités gouvernementales et policières étaient usées et discréditées, à la fois par l’incrédulité de la population quant à l’efficacité des forces de sécurité pour résoudre les problèmes de criminalité, et par la méfiance et la peur des citoyens à l’égard des policiers dont la présence générait des conflits. Le problème est exacerbé lorsque la police, comme d’autres institutions publiques telles que les écoles et les prisons, s’obstine à investir dans des ressources et des idées traditionnelles qui sont bureaucratiquement sûres mais qui ne fonctionnent plus. Ce phénomène s’exprime par la crise du système pénitentiaire, résultat de la guerre commerciale entre les factions du crime organisé pour le contrôle du trafic de drogue, et par un format policier anachronique basé sur l’ostensibilité qui donne la priorité à l’utilisation de la force et d’un appareil militarisé qui s’est historiquement avéré inefficace et dépassé. Dans ce contexte, nous nous posons la question suivante : que faire lorsque les stratégies existantes de lutte contre la violence criminelle échouent ?
