Louis Napoléon BONAPARTE a dominé la scène politique de la France et de l’Europe pendant vingt-deux ans. Vingt-deux années d’une présence essentielle et d’une influence décisive sur le destin de la France, de l’Europe et d’une partie du monde. Le règne de NAPOLÉON III, de 1852 à 1870, est une période d’expansion économique et une ère de révolution industrielle pour la France, qui conduit à l’adoption d’une politique impérialiste active de présence dans le monde extra-européen, due à l’abondance de capitaux et d’hommes, au sentiment de supériorité de la civilisation européenne et au zèle missionnaire des partis religieux. Sous NAPOLÉON III, le domaine colonial passe de 300 000 km² en 1850 à plus d’un million de km² en 1870. Les colonies servent à rehausser le prestige du pays et de la dynastie et à satisfaire l’amour-propre, l’opinion publique et les milieux catholiques. L’élan colonisateur est encouragé et initié par les commerçants, les milieux d’affaires, les saint-simoniens, le désir de puissance navale, le souci de prestige, l’évangélisation, l’impérialisme et l’humanitarisme... La France est véritablement 'mondiale' et 'universelle' durant les années de règne de Louis-Napoléon BONAPARTE.
