L’objectif de notre analyse est de comprendre la dynamique et les caractéristiques du processus de planification mis en œuvre dans les organes collégiaux de gestion du SUS-Piauí, ses défis et ses possibilités en tant que pratique décentralisée et participative. Pour ce faire, nous partons de l’hypothèse que la planification, outre son caractère instrumental et méthodologique, revêt la dimension politique d’un processus et d’une pratique sociale dans le contexte de la gestion du SUS, capable de favoriser l’articulation, d’expliciter les conflits, d’harmoniser les intérêts, de permettre la négociation et l’accord entre les différents acteurs sociaux, rendant ainsi la gestion du système plus efficace.
