Cet ouvrage est une analyse critique des effets des politiques publiques inspirées des Institutions financières internationales sur les conditions de vie des populations congolaises. Le sociologue relève qu’en dépit des discours dominants de Bretton Woods sur la RD Congo, les résultats sur terrain s’avèrent mitigés, voire désastreux. Il pose dès lors la question de la dépendance structurelle de notre économie et, surtout, de la dépendance intellectuelle de nos élites qui continuent à espérer des aides internationales qui ne résolvent rien, bien au contraire. Il recommande de faire montre de plus de responsabilité dans la prise en charge des politiques publiques nationales, en remettant prioritairement à l’Etat son rôle central d’impulsion et de régulation de la vie nationale, au lieu de se laisser caporaliser par des forces financières extérieures hostiles à son émergence.
