L’eau est la ressource la plus abondante de la terre ; néanmoins, la plus grande partie est inutilisable, soit 97% de l’eau salée des Mers et Océans. Des 3% d’eau non salée qui sont disponibles, 87% sont bloqués dans les glaciers et les nappes phréatiques. Seulement 13% sont utilisables, soit 0.4% des disponibilités hydriques totales, ces eaux sont donc mal réparties entre les 6,5 milliards d’habitants de la planète.La croissance démographique exerce une pression croissante sur les ressources hydriques, surtout que la quantité d’eau disponible per capita ne cesse de chuter dans tous les pays, notamment dans les pays en voie de développement, alors que la pollution de l’eau et la demande ne cessent d’augmenter. L’accès durable aux ressources en eau doit être une préoccupation majeure qui concerne tous les pays, notamment ceux situés autour du bassin méditerranéen. Le changement climatique et la croissance urbaine et démographique attendus dans la région, risquent d’aggraver la situation de stress hydrique qui frappe déjà la plupart des pays du Sud et de l’Est de la Méditerranée. En Algérie, plusieurs facteurs peuvent expliquer la situation de stress hydrique.
